Uva Provincial Public Service Commission
Uva Provincial Public Service Commission
The Uva Provincial Public Service Commission was established with the aim of creating an efficient public service under the 13th Amendment to the Constitution and the Provincial Councils Act No. 42 of 1987. The objective is to establish a creative, accurate, and quality-driven satisfied provincial public service by efficiently managing the human resources required for the Uva Provincial Public Service. According to Section 33(1) of the Provincial Councils Act No. 42 of 1987, the power to appoint this Commission is vested in the Hon. Governor. This Commission is responsible for the appointment, transfer, dismissal, and disciplinary control of officers in the provincial public service. The Commission, consisting of seven (7) members including the Hon. Chairman and has a term of five years.
Powers of the Uva Provincial Council Public Service Commission
- Provincial Councils have been established by the President under Article 154(A) of the Constitution. The appointment, transfer, dismissal, and disciplinary control of officers in the Provincial Public Service are vested in the Governor of the respective province under Section 32(1) of the Provincial Councils Act No. 42 of 1987.
- These powers have been delegated to this Commission under Section 32(2) of the Provincial Councils Act No. 42 of 1987. The powers vested in the Commission were further delegated to department heads and secretaries of the ministries under the delegation of powers of the Uva Provincial Public Service Commission, effective from 01-11-2021. The delegation of powers vested in the Commission may change from time to time.

Functions of the Uva Provincial Public Service Commission
- Formulating and revising of service minutes, schemes of recruitment, schemes of transfer for positions in the Uva Provincial Public Service, and making recommendations to the Hon. Governor.
- Conducting competitive examinations for recruitment to the Uva Provincial Public Service, efficiency bar examinations, departmental examinations, and promotion examinations.
- Managing appointments, confirmations, promotions, extensions of service, retirements, inter-ministerial and inter-provincial transfers, and releasing officers to the central government for positions for which powers have been delegated by the Hon. Governor.
- Absorbing officers and employees from the central government and other provincial councils into the Uva Provincial Public Service.
- Acting as the appellate authority for individuals prejudiced by decisions related to appointments, promotions, transfers, disciplinary control, and dismissals in the Uva Provincial Public Service.

Establishment Section
- In accordance with the powers vested in the Uva Provincial Public Service Commission, the Commission is responsible for the confirmations, promotions, exempting or back-dating the efficiency bar examinations or granting concessions on efficiency bar examination for officers and employees in the Uva Provincial Public Service, inter-provincial transfers, promotions, absorbing into the Uva Provincial Public Service, and retirements.
- Formulating, amending, and publishing procedural rules.
- Issuing circulars and guidelines of the Uva Provincial Public Service Commission.
- Reviewing the schemes of recruitment, schemes of promotion and service minuets for approved cadre in the Uva Provincial Public Service and obtaining the approval of the Commission, and submitting them to the Hon. Governor for approval.
- Dealing with instances not covered by procedural rules, service minuets, schemes of recruitment, circulars, and guidelines of the Public Service Commission, as well as circumstances excluded from them.
- Handling cases filed against orders/decisions of the Public Service Commission relevant to the aforementioned duties in courts and complaints submitted to the Human Rights Commission.
- Managing disciplinary appeals related to officers and employees of the Uva Provincial Public Service, reinstatements, and reemployments.
- 8. Taking necessary steps to grant compensation to officers and employees of the Uva Provincial Public Service in accordance with Public Administration Circular No. 22/93.
